미국(United States of America)은 여러 주(States)가 연방하여 하나의 국가를 이룬다.
따라서, 주마다 법이 있지만 50개 전체에 공통적으로 적용되는 중앙정부(Federal Government)에 의해 제정된
연방법(Code of Fedral Regulations, CFR)이 존재한다.

CFR 앞에 붙는 숫자 ____ CFR 은 Title 번호를 의미한다.
예를들면 원전업계에서 자주 언급되는 10 CFR은 Title 10: Energy를 의미한다.
(다시 뒤에서 설명하겠지만 미국 연방법은 [Title-Chapter-Part-Subpart-Section-Subsection] 순으로 위계가 있다.)
원자력은 10 CFR (Title: Energy) 이외에도 40 CFR (EPA, 환경규제), 49 CFR (운송), 29 CFR (산업안전), 15 CFR (상업관련), 22/31 CFR 수출입통제 등 관련된 내용이 많지만 대부분 실무에서 다루는 내용들은 10 CFR 안에 수록되어 있다.

10 CFR (Energy)은 다시 7개의 Chapter로 구분된다.

Chapter III 다음에 갑자기 Chapter X가 나타나서 의아해할 수도 있으나, 현재기준으로는 비어져있는 Chapter이다.
큰 그림을 보는 단계에서는 각 Chapter 별로 목적과 관리하는 기관이 상이하다는 것을 이해하고 넘어가기만해도 좋다.
(나중에, 관련 내용을 깊게 파고들때 필요하다!)
■Chapter I (NRC)
Part는 다시 세분화가 필요한 경우 Subpart로 나뉘며, 그다음 Section-Sub Secton 순으로 구성된다.
또한, Part 50이나, Part 52처럼 중요도가 높은 Part는 광대한 범위를 다루다보니, 다수의 Appendix를 포함한다.
참고로, Chapter처럼 Part 간에 결번이 있는 이유는, 폐지된 것도 있지만 앞으로의 확장성을 고려해서이다.
예를들면, 현재 Part 53은 SMR 등 비경수로형 원자로를 위해 비워져 있으며, 현재 활발히 제정 작업 중이라고 한다.
또한 NRC에서 모든것을 다루지 않는 다는 것도 이해해야한다. 기술의 수출은 DOE의 Part 810에서 다루고,
장비, 기기등의 수출은 NRC의 Part 110에서 다룬다.
그래서 NRC 홈페이지에는 Parts 199까지만 다루는것이며, e-CFR 말고, NRC 홈페이지에서 보다 상세히 확인이 가능하다.

NRC에서 제시하는 규제지침(RG)들도 결국 NRC 관할의 Chapter I에 해당되는 10 CFR을 대상으로한 규제지침이라고 이해하면 된다.
내용들이 너무 방대해서, 이 전체적인 숲을 설명하는 글에는 상세한 내용을 다루기가 어렵다.

Chapter III에도 II와 같이, DOE에서 전담하는 원자력 이외 다양한 에너지에 대한 내용이 많지만, 원자력에만 해당되는 Part들도 존재한다.
보편적인 Part들은 당연히 원자력도 포함되므로, 필요시 보면되고, 원자력에 크게 해당되는 Part들은 붉은색으로 표기해두었다.
UAE BNPP나 체코 원전 수출 시, 웨스팅하우스(WH)와 지적재산권 다툼에서,
웨스팅하우스의 논거 였던 미국에너지부(DOE)장관에게 원자력기술 수출을 신고해야 하는 의무의 근거가되었던 법인 10 CFR Part 810도 여기 속해있다.
Chapter 1의 NRC에서는 하드웨어의 통제에 집중을 하고 있다면, Chapter III의 DOE에서는 소프트웨어(기술, 정보 등)의 통제에 집중하고 있다고 이해하고 넘어가면 좋을것 같다.
