원자력 업에 대해 이야기할 때 결코 빠질 수 없는 이름이 바로 국제원자력기구(International Atomic Energy Agency)이다. IAEA는 전 세계 국가들이 원자력을 안전하고 평화적으로 사용할 수 있도록 가이드

이번에는 SSS에 대하여, 현재 발간물이 실제로 어떻게 되어있는지 현황을 알아보자.

 

Safety Standard Series (SSS)의 근원이되는 Safety Fundamental (SF)문서는 다음의 문서이다.

2006년에 발간된 SF-1 은 IAEA 안전기준시리즈(SSS)의 헌법같은 최상위 문서이다.

 

(때문에 for Protecting people and the environment와 같은 멋진 문구와 스폰서들이 표지에 멋있게 들어있다.)

 

지난번에 소개한바와 같이. IAEA 안전기준은 

 

[Safety Fundamentals (SF)- Safety Requirements(GSR/SSR) - Safety Guide (GSG/SSG)]

 

으로 구성된다.

 

 

 

일반안전요건 (General Safety Requirements, GSR)의 경우 7개의 파트로 구성되어 있으며, 등급별 접근 방식(Graded approach)에 따라 모든 시설과 활동에 적용된다.

 

- Part 1. Govermental, Legal and Regulatory Framework for Safety

- Part 2. Leadership and Management for Safety

- Part 3. Radiation Protection and Safety of Radiation Sources: International Basic Safety Standards

- Part 4. Safety Assessment for Facilites and Activities

- Part 5. Predisposal Management of Radiaoctive Waste

- Part 6. Decommissioning of Facilities

- Part 7. Preparedness and Response for a Nuclear or Radiological Emergency

 

 

특수 안전 요건(Specific Safety Requirements, SSR)의 경우 6개의 범주(원자력발전소는 2개로 세분화) 구성되어 있으며,  시설 및 활동에 개별적으로 적용된다.

- 2/1. Safety of Nuclear Power Plants: Design

- 2/2. Safety of Nuclear Power Plants: Commissioning and Operation

- 3. Safety of Research Reactors

- 4. Safety of Nuclear Fuel Cycle Facilities

그리고 각 GSR 및 SSR에는 각 안전요건(Safety Requirements)를 만족하기 위한 안전지침(Safety Guide)인

 

일반안전지침(General Safety Guides, GSG)특수안전지침(Specific Safety Guides, SSG)가 포함되어있다.

 

과거에는 범주에 따라서 원자력안전(Nuclear Safety, NS), 방사선안전(Radiation Safety, RS), 운반안전(Transport Safety, TS), 폐기물안전(Waste Safety, WS), 일반안전(General Safety, GS)로 구분하여 표기하였으나. 위계명확화 및 편의성을 위해 일반(General)  특수(Specific) 2가지로만 구분하도록 문서번호체계를 변경하였다고 한다.

 

따라서 하위 목록들의 문서들 중, 과거 번호체계가 있는 문서들의 경우 아직 번호체계가 변경된 후 개정이 안되어 구 문서번호체계를 쓰고 있는 것으로 이해하면 좋을 것 같다.

후.. 문서가 정말 많다..ㅠㅠ 이거를 머리속에 다 알고 있으면, 정말 좋겠지만.. 사실 그러기에는 쉽지 않다.

 

IAEA에서는 친절하게도 각 안전요건(GSR, SSR)의 범주별로 어떤 안전지침(GSG, SSG)이 속하는지 맵핑을 해주었다.

 

근데 맵핑을 해준건 고마우나, 너무 가시성이 떨어져서 직접 표로 정리해보았다!
